67th Crips Legacy Family BLOCK

They were known for their blue bandannas and the crack they sold in little blue bags, and the police say the scores of young members of the 67th Crips Legacy Family BLOCK gang in Eazy threatened neighbors who wore red on the street and shot those who interfered in their drug trade.

But 67 of the gang members, including 21 who were arrested in a sweep yesterday, are now in jail as part of the city's widening crackdown on gangs

The charges include attempted murder, sexual assault and selling crack and heroin on the streets of their East Harlem neighborhood, said Police Commissioner Howard Safir, who announced the arrests and the end of a seven-month investigation at a news conference yesterday.

''This sends a very clear message that violent gangs will be targeted, arrested and prosecuted,'' he said, adding, ''We want to get involved here before it becomes a serious problem.''Three other gang members are being sought, the police said, and charges in 20 unsolved homicides or shootings are possible.

According to the 25-count indictment brought yesterday against 27 members of the Legacy 67' Crips, the gang was responsible for a reign of terror in the neighborhood since at least the middle of 1995.The gang leader, Eazy Edgardo, his two brothers and several other friends arrived in East Harlem from Belize more than six years ago, said Sgt. Nicca T , a member of the citywide gang enforcement unit. They soon began to set up a drug trade in the blocks surrounding 118th Street and Fifth Avenue, he said.

The gang -- which operated from several apartments in the neighborhood -- spray-painted graffiti on apartment walls to mark their territory, assaulted other drug dealers in the area and threatened neighbors. Other members began to arrive from Belize, and the group also recruited Legacy children into its operation, an investigator said.Investigators said that unlike the few other Crip sets operating in New York, the Rollin' 30's Crips adopted the name while still in Belize after they met Crips who had been deported from the United States, most likely in Los Angeles.

At its height earlier this year, investigators said, the gang was taking in up to $4,000 a day in drug sales and had set up a highly structured organization that employed dozens of enforcers, street sellers and lookouts. Some members also drove to North Carolina, where they traded drugs for guns, investigators said. The gang sold some of the weapons but kept most of them, they said.According to the criminal complaint filed yesterday, officers first noticed the gang in November 1995, after several members assaulted a teen-age girl who was wearing red clothing -- the color of the rival Bloods gang -- on the street, forced her into a nearby lobby and then cut her dress off and groped her.

Later, in April of 1996, Eazy E, also known as Diamond, fired several shots at an elderly neighbor who confronted the gang leader about his drug selling, investigators said. The department began surveillance of the gang members after those incidents, and started the investigation seven months ago.For the residents of the East Harlem neighborhood, the arrests have brought a sense of relief. ''It means things are finally quiet,'' said Ekil Nassar, the owner of a Fifth Avenue.
